Clean fuels and technologies are those that attain the fine particulate matter (PM2.5) levels recommended in the WHO Air Quality Guidelines (2005) and the carbon monoxide (CO) air pollution levels in the WHO Guidelines for selected pollutants (2010). The WHO Guidelines for indoor air quality: Household fuel combustion (2014) provide emission rate targets for PM2.5 and CO devices linked to the levels from the Air Quality Guidelines. Fuel and technology combinations that have been shown to reach either the annual average air quality guideline level (AQG, 10 µg/m3) or the Interim Target- 1 (AQG, 10 µg/m3) for PM2.5 and the 24-hour average air quality guideline value of 7 mg/m3 for CO will be classified as clean. WHO’s official reporting on progress toward Sustainable Development Goal 7 to ensure access to affordable, reliable, sustainable and modern energy for all will use this categorization.   

Hydrogen as an Alternative Fuel

Hydrogen is considered an alternative fuel under the Energy Policy Act of 1992. The interest in hydrogen as an alternative transportation fuel stems from its ability to power fuel cells in zero-emission vehicles, its potential for domestic production, and the fuel cell's fast filling time and high efficiency. In fact, a fuel cell coupled with an electric motor is two to three times more efficient than an internal combustion engine running on gasoline. Hydrogen can also serve as fuel for internal combustion engines. However, unlike FCEVs, these produce tailpipe emissions and are less efficient.
